Understanding The Pre-Arrival Review System

The Pre-Arrival Review System (PARS) allows Customs Brokers to submit shipment release information (provided by the importer and carrier) to the Canada Border Services Agency (CBSA) for review and processing before the goods arrive in Canada.

If you already have a tracking number or reference ID but don't see any updates, it means the package is still at the shipper's original location. Once FedEx picks it up, we'll keep you informed until it arrives at your door.

Because of the EXPRESSCLEAR system, over 90% of all shipments are cleared the same day. Standard customs clearance is included with every FedEx international shipment, but you also have the option to use your own broker with FedEx^® International Broker Select.

Generally, we make deliveries from 8 a.m. to 8 p.m. Monday–Friday, and on Saturday and Sunday for residential deliveries. Residential deliveries may be eligible to be redirected to a nearby FedEx location or participating retail location like Walgreens or Dollar General to be held for pickup for up to 7 days.

A PARS number is always a series of eight digits or numbers. The first four are a unique Highway Carrier Code each highway carrier must have. The final four numbers are a sequence of cargo control numbers. A PAPS number starts with a four-character SCAC (Standard Carrier Alpha Code) that each highway carrier must-have.

What happens if a package doesnt clear customs? ›

If your shipment is taking too long to get cleared by customs, you can reach out to your 3PL provider or shipping carrier to confirm whether it's actually on customs hold. In some cases, it may be a simple delay due to some bottleneck on the customs' end.

The difference between PAPS (Pre-Arrival Processing System) and PARS (Pre-Arrival Review System) bar code labels is that PAPS are used to enter commercially into the United States while PARS are used to enter commercially into Canada. PAPS bar code labels also use a different bar code format than PARS bar code labels.
